There is no app like that, so I repeat:
a S M A R Tphone with an A-GPS chip is useless and pointless
without O F F L I N E navigation (because roaming is unacceptably expensive).
And after Nokia acquisition, even OVI navigation is acceptable for me
(which is also offline, and all of maps are in your phone) -

I'm confused, isn't this already in WP7.5?
I also believe that when Nokia release their phones it will have an advanced GPS app that will eventually merge with the Bing Maps one -

Turn-by-turn GPS on a phone is useless from my experience. (Used AT&T software)
The problem is that that maps get loaded to your device from a cell tower. This is fine, and will get you anywhere since the maps are loaded, and all that's required is a GPS signal. ***However***, if the phone's GPS app took you to some place without cell coverage, and you turn your GPS Navigation app off, when you want to go home, the application is not able to download maps because it there's no cell coverage.
Note: This and 99% of all the issues mentioned here are minor and can be overlooked. However, I'll never buy this phone until it has local sync for Outlook.

I want to see the maps app updated with a killer GPS feature. Something that is even better than Google Maps GPS. Make it comparable to store bought standalone GPS systems.

Why do I have to tap the phone to hear the direction? A true turn-by-turn should automatically announce when to turn. Take a look at Google Maps on Android. If WP7 wants to compete with Android, it should include this turn-by-turn feature without having to tap the phone to hear the directions.

Maps is an area where functionality took a hit compared to the Bing app on WM6. Things to consider: auto recalc of route when a wrong turn is taken, ability to save places (right now only help is the search history, which is bad), find a new way to zoom in/out when driving (pinch zoom is really dangerous when driving), audible feedback when getting close to nav points (this was something my IPhone friends admired on WM6)

Maybe this is a stupid question, but why not use Co-Pilot Live? I have it loaded on my HTC-HD2 (WM6.5) and it works great. You get turn-by-turn, full mapping (with updates) and traffic conditions. I haven't tried CPL on WM7 yet as I returned my HD7 over the sync issue with Outlook.

Already standard on the (wrongly) derided Symbian phones from Nokia.
One would hope that this will be a standard feature on Nokia Win 7 phones at the very least, or perhaps Nokia will licence the maps system to Microsoft??

Having an offline map for international markets (or at least the option to download it while connected to WiFi) and handsfree turn by turn navigation. Licence it from someone or just help them to port it to WP7. So many great apps out there for WM 6.5...

I think in the Membership between Microsoft and Nokia, it will be easier to export Nokia Maps from Symbian to WP7....Maybe it is on the way...because Nokia WP7 Phones have include Nokia's Maps,like many of you known from Symbian....so in this fact, it will be a great Step for Nokia and Microsoft to costumize this applikation for all WP7 Phones....I'am sure that will be make the WP7 Phones more interesting for new consumers and old user, than like the Iphone or Android.....just think about it...
