Windows Phone just arrived to my country, El Salvador (central america) and when I first started the marketplace app, I choose USA as my country/region because my country was not in the list... now I cannot add my credit card information to purchase games, because of this problem.

I hope my country can be added to the Xbox/Zune marketplace soon, and then allow me to change the country/region to El Salvador.

        Thanks for consider this comment.

@Himanshu - it is possible to get the country/region changed on your account, while retaining your old Live ID - but you have to get it done by Microsoft, and you have to push them to do it.

I have managed to get my old Zune/Xbox Live service account deleted, and get a new account created using my existing Windows Live ID.

I had to write a formal letter of complaint to Microsoft before my case was taken up and escalated to the Xbox Global Escalations team. See http://gcoupe.wordpress.com/2012/05/16/at-long-last-a-result/ for the details.

        Scenario:
User registered windows live id with its Company Name but at that time default to US (as country), thinking other details can be updated latter.
Now, when the user trying to provide and change other details (such as country/region) it’s not allowing to do so.
User is now unable to buy WP7, Xbox apps & games and also unable to Dev. unlock my WP7 as his/her live Id is defaulted to US but he/she belongs to some other country/region not allowing him/her to register and use Credit Card.

Do Microsoft expect User to change his/her Company name and register a new Live ID?

At least, Microsoft should give user an option to lose licensing/contents but retain Live Id if he/she changes country/region.

But at this moment, you are not only loosing Content/licensing (as you can't literally use them correctly) but MS is also enforcing to lose your Identity

If you live in the EU, then I think there is a case to be made that Microsoft is in contravention of EU Law on this issue of not being able to change the country in your account.

        There's a petition set up here: https://www.change.org/petitions/microsoft-corporation-allow-windows-live-id-users-to-change-their-billing-country-information

And more information on the issue is to be found here: http://itisourdata.com

That is really annoying. Cannot buy apps that you can download.(from Taiwan Marketplace)

It's just unbelievable that microsoft has restricted the zune marketplace like this. I'm really confused why this policy should stop us even when we are just ready to pay for our games and apps. This is a big loss for the microsoft and windows phone >:(

After spending the last few hours chatting with xbox support and zune support, I ended up with several new live ID's and zune tags, and still no good way around this. Also zune support told me that if I was to move abroad I would have to create another new live id, another new zune tag and hard reset my phone with these new accounts and lose all the apps or content I have purchased on my zune account. WHAT A LOAD OF SHITE!

If this is in place to prevent people from accessing content from other regions, why not use some sort of address verification system, or verify credit cards with the bank or something? If MS has those systems in place then they cannot be held responsible for people that then circumvent those methods(if they can) to obtain content from other regions. As it stands MS is only hurting legitimate users and it's totally ridiculous.

Extremely annoying. If this is not fixed by the time my country will be supported, I will not be able to buy any apps, because I refuse to create a new account.

Moved from the US to Singapore and can't buy local apps.

Apple and Google only support purchases according to individual country rules and regulations as well noone does it other wise to my knowledge. Now on to the topic at hand if you are in a unsupported country you have a problem. If not you can change your account details (Country details.) Once a year on xbox.com and then you should be able to put a new credit card for your new country of residence in place. I changed my details from UK to South Africa and I'm purchacing just fine of my SA credit card.

Unsupported countries are out of luck unfortunately.

Beautiful OS, Beautiful Phone, Ridiculous Market Place and Zune app. I cannot spend "MY" money to buy 'their' apps. :( and to imagine i switched from my Galaxy S2.
Microsoft needs to dump their zune and allow any one to buy directly from marketplace in the currency of their choice or atleast include a global payment service provider in their mode of payment.
Sounds like regional discrimination to me
