  Maybe this is for users who are connecting to their laptops and don't want their laptop's battery to drain? Your laptop must have a really terrible battery for your phone to even make a dent.

  Why wouldn't you want it charged?

  To be honest, i thought the charging was a standard part of the USB spec, so im not sure Microsoft will have any ability to do this.
