  Android allows this feature. If they're able to pull it off, surely Microsoft can, too.

  Because the developers can change the settings to require location (which you have to agree to each time you download), or make drastic changes. Also, there are data use concerns.

  i cant see any reason why not if connected to wifi and a power source.
