  Just asking because I haven't tried it yet since my target country (Romania) is not yet on the list (should appear in a few days from what I hear).

  I've moved from Country to country as well, and is not letting me to change to add payment method. I'm posting comments anywhere I can find, please help me to post. Maybe if we post enough and crash the site, they'll give some attention to this stupid problem!!!

  you can do this in windows live. you might have to change your location settings in control pannel
