It's an interesting idea, but given the way Windows Phone apps normally look, we may just lack the screen estate to have this kind of multi-windows side-by-side.
Windows phone apps typically have big fonts at the top. You can already see in your mockup that there is barely anything else visible.
That's not to say it is a bad idea. Samsung did this in their Android phones and it looks big on a phablet phone with 5.5 inch screen estate. Only issue is that WP doesn't go so high res, so it's unlikely to come out with a 5.5 inch phone. Just some of my thoughts.

This is multitasking which ROCKS!!!! I love the idea. Almost the same lik Windows 8 on pc, only difference is one of vertical the other is horizental

I think its a good idea. The only thing I would change about it is to not give both apps equal screen space. Instead, it should mirror Windows 8 where one is smaller than the other. This way you could be typing a text to someone while still watching a video on Youtube.

No, sorry. That look really bad. Not to mention that apps are targeting particular screen estate and it surely is not half of the screen.

What we need is same app switching as on Windows 8, swipe from the left and previous app opens immediately.
Split view is not needed when apps switch in an instant.

Bad idea. It looks good in theory, but it doesn't work in reality with the screen real state on a phone. Full-screen applications rock.
